IN reply to your letter of the 22nd January, I am directed by Mr. Secretary Harcourt to request you to inform Secretary Sir Edward Grey that he concurs in the proposal to suggest to the Netherlands Government that a protocol should be drawn up providing for future accessions to The Hague Opium Convention, which the representatives of the various Powers at The Hague should be empowered to sign.
